Non-Reloadable Gift Card Terms & Conditions

These Terms & Conditions govern the WinStash non-reloadable gift card issued by WinStash, LLC ("Issuer," "we," "us," or "our"). By accepting a WinStash non-reloadable gift card, the holder agrees to these terms.
What This Card Is
The WinStash non-reloadable gift card is a closed-loop prepaid gift card used solely to redeem winnings from Class B coin-operated amusement machines ("COAM") in the State of Georgia. It is not a credit card, debit card, or general-purpose prepaid card, and it is not FDIC insured. The card is loaded once, at issuance, with redeemed COAM winnings only, and cannot be reloaded. Cash, checks, electronic transfers, and any funds other than redeemed COAM winnings cannot be loaded onto the card.
This card is issued without registration. No name, address, or identification details are recorded. Because the card is anonymous, it is a bearer instrument: the person in possession of the card (with its PIN) controls the balance. Treat this card like cash. If you choose optional text receipts, the only information recorded is the mobile phone number you provide, as described in the Optional Text Receipts section; providing a number is not registration and does not link the card to your identity.
Issuance and Loading
Non-reloadable cards are issued in person at participating locations to persons at least 18 years of age; the location will verify age at issuance, but no identity information is recorded. The card is loaded a single time, at issuance, with the holder's redeemed COAM winnings. The maximum value that may be loaded onto a non-reloadable card is $2,000. Winnings exceeding the card maximum may be redeemed onto an additional card or through another redemption method offered at the location.
Using Your Funds
Funds on the card may be used for in-store purchases at the location where the card was issued, and cannot be used at other retail locations, ATMs, or online merchants. A valid PIN is required for every transaction. Purchases of age-restricted goods remain subject to applicable law and to separate age verification by the location at the point of sale. The card and its balance are not redeemable for cash, change, or currency.
Fees
The following fees apply to the non-reloadable gift card. The dormancy fee amount is printed on the card itself.

Dormancy Fee
If the card has no purchase activity for 12 consecutive months, a dormancy fee of $10.00 per month will be charged to the card balance beginning in the 13th month of inactivity. No more than one dormancy fee is charged per month. Dormancy fees stop when the balance reaches $0.00 or when the card is used for a purchase; use of the card resets the 12-month inactivity clock. Because the card is anonymous, the fee disclosure printed on the card is the holder's notice. If a mobile number is on file for optional text receipts, we may also send a dormancy notice to that number, but the printed disclosure remains the operative notice.
Lost or Stolen Cards
A non-reloadable card cannot be replaced, and its balance cannot be recovered, transferred, frozen, or restored, if the card is lost, stolen, damaged, or destroyed. Because no identity information is recorded, we have no way to verify ownership of a card or its balance. Whoever possesses the card and its PIN can use the balance. If you want loss protection, ask about the WinStash registered gift card, which is identity-linked and replaceable.
PIN
A PIN is set by the holder when the card is issued and is required for all transactions. Keep the PIN confidential and do not write it on the card. The PIN cannot be recovered or reset. If the PIN is forgotten, the balance on the card cannot be accessed.
Card Reprovisioning
After the balance on a card has been fully spent and reached $0.00, the location may, at its option, reprovision the physical card for issuance to a new holder. A card with any remaining balance cannot be reprovisioned. Reprovisioning assigns a new card number, and the new holder sets a new PIN at issuance; a reprovisioned card has no connection to any prior balance, holder, or PIN. Reprovisioning is offered at the discretion of WinStash and the location: no card is guaranteed to be eligible for reprovisioning, a single card may be reprovisioned no more than the maximum number of times WinStash establishes for the card's batch, as published through the location Admin Site and at winstash.app/terms/nonreloadable, and WinStash may discontinue reprovisioning for any card batch, or entirely, at any time without notice.
Optional Text Receipts
At issuance, or at any load or purchase, you may choose to receive text message receipts by providing a mobile phone number. Providing a number is optional and is not registration: it does not create an account, does not link the card to your identity, and does not give any person the rights of a registered cardholder, including replacement or balance recovery. The card remains a bearer instrument, and whoever possesses the card and its PIN controls the balance regardless of who receives text receipts. By providing a number, you consent to receive automated transaction receipts and card notices for this card at that number. Message frequency varies with card activity, and message and data rates may apply. Reply STOP to cancel, or HELP for help; canceling may limit our ability to send card notices. The number is used only to deliver these messages, is never used for marketing, and is deleted when receipts are canceled or when the card is reprovisioned.
Card Expiration
The card is valid for 5 years from the date of the most recent transaction (the load at issuance or any subsequent purchase); each use of the card automatically extends the expiration date. The funds associated with the card do not expire as a result of card expiration, and no remaining balance is forfeited if a card lapses. Any remaining balance on an expired card will be handled in accordance with applicable unclaimed property law.
Unclaimed Property
Balances that remain inactive for the period specified by applicable unclaimed property law are presumed abandoned and will be reported and remitted to the appropriate state authority as required by law. Because anonymous cards carry no owner name or address, abandoned balances are reported in accordance with the priority rules governing unclaimed property, and holders may claim remitted funds from the receiving state as provided by that state's law.
Limitation of Liability
WinStash, LLC is not responsible for transactions made with the card and PIN by any person in possession of them, or for loss, theft, damage, or destruction of the card. Our total liability for any claim arising from the card is limited to the balance on the card at the time of the claim. We are not liable for any indirect, incidental, or consequential damages.
Changes to These Terms
We may modify these Terms & Conditions at any time. Updated terms will be posted at winstash.app/terms/nonreloadable with a new version number and effective date, and continued use of the card after posting constitutes acceptance. Any change that increases a fee or otherwise materially reduces the value of the card will not apply to funds loaded onto the card before the effective date of that change. Each card bears a batch number identifying the version of these Terms & Conditions that applies to that card; the terms for each batch are available at winstash.app/terms/nonreloadable.
Governing Law
These Terms & Conditions are governed by the laws of the State of Georgia. Any disputes arising from use of the card shall be resolved in the courts of the State of Georgia.
