Gift Card Terms & Conditions

These Terms & Conditions govern your use of the WinStash gift card issued by WinStash, LLC ("Issuer," "we," "us," or "our"). By accepting a WinStash gift card, you agree to be bound by these terms.

What This Card Is

The WinStash gift card is a closed-loop prepaid gift card designed exclusively for the redemption of winnings from Class B coin operated amusement machines (COAM) in the state of Georgia. This card is not a credit card, debit card, or general-purpose prepaid card. It is not FDIC insured. The card is not a stored-value product offered for sale to the public. It is issued to eligible customers at participating locations upon payment of the one-time card fee listed in the Fees section, and value may be loaded onto the card only through the redemption of COAM winnings.

Card Issuance & Registration

WinStash cards are issued in person at participating locations. To receive a card, you must be at least 18 years of age and present a valid government-issued photo ID. Your identity information, consisting of your name, date of birth, and address, is collected during registration for account identification, age verification, and regulatory compliance, including unclaimed-property reporting. Your government-issued photo ID is examined at registration to verify your identity and age. WinStash records that verification occurred and retains only the last four digits and the state of issuance of the ID number; the full ID number is not retained. You represent that the information you provide is true, accurate, and current, and you agree to update it promptly if it changes. Your card is associated with your identity and is not transferable to another person.

One Account Per Person

Each person may maintain one registered WinStash account. We may decline any registration that duplicates an existing account, and we may close any account that we determine belongs to a person who already holds a registered account or that was opened using false, incomplete, or misleading information. Where more than one card or account is linked to the same person, we may aggregate the balances and load activity of all such cards and accounts for purposes of the limits described in the Card and Account Limits section. Any balance on an account closed under this section will be handled in accordance with these terms and applicable law.

Card and Account Limits

The balance on your account may never exceed $2,000.00 at any time, calculated after deduction of applicable fees. In addition, the total value loaded onto your account may not exceed $2,000.00 in any calendar day, regardless of any amounts spent during that day. These limits apply across all cards linked to your registered account. Any load that would exceed either limit will be declined in whole or in part. These limits are ceilings, and WinStash may apply lower operational limits at any time. Winnings that cannot be loaded because of these limits may be redeemed through a WinStash non-reloadable card or another redemption method offered at the location.

Compliance Screening

We screen registration information against lists maintained by the U.S. Department of the Treasury's Office of Foreign Assets Control and other government agencies as required by law. We may decline to open an account, and may suspend, freeze, or close an account and restrict access to its balance, where we determine in good faith that doing so is required by law, regulation, or a governmental directive. We may require additional identification from you before opening an account, processing a transaction, replacing a card, or releasing a balance.

Redeeming Winnings

Redeemed COAM winnings are loaded onto your WinStash card by a location attendant at the participating location where your card was issued. Only redeemed COAM winnings may be loaded onto the card. Cash, checks, electronic transfers, or other form of payment cannot be loaded onto the card.

Using Your Funds

You may use the funds on your WinStash card to make in-store purchases at the location where your card was issued. A valid PIN is required for all transactions. You will set your PIN when your card is issued. Purchases of age-restricted goods remain subject to applicable law and to separate age verification by the location at the point of sale.

Funds may only be used at the location where your card was issued, and cannot be used at other retail locations, ATMs, or online merchants.

Transaction Fees

A transaction fee of 20% of the redeemed winnings, up to a maximum of $5.00 per load, is deducted at the time winnings are loaded onto your card. The balance credited to your card reflects the redeemed amount less this fee. Transaction fees are disclosed at the point of sale before each load.

Dormancy Fee

Important: If your WinStash card has no load or purchase activity for 12 consecutive months, a dormancy fee of $10.00 per month will be charged to your card balance beginning in the 13th month of inactivity.

The dormancy fee will be deducted from your card balance automatically. No more than one dormancy fee may be charged per month. Dormancy fees will stop when your card balance reaches $0.00 or when you use your card for any load or purchase transaction. Using your card resets the 12-month inactivity clock.

Before any dormancy fee is charged, we will attempt to notify you at the phone number on file. However, failure to reach you does not prevent the dormancy fee from being applied.

Card Expiration

Your WinStash gift card is valid for 5 years from the date of your most recent transaction (load or purchase). Each time you use your card, the expiration date is automatically extended. The funds associated with your card do not expire as a result of card expiration, and no remaining balance is forfeited if a card lapses. If your card expires, any remaining balance will be handled in accordance with Georgia unclaimed property law.

Lost or Stolen Cards

If your WinStash card is lost or stolen, contact the location attendant at the location where your card was issued immediately. We will freeze your account to prevent unauthorized use and, where permitted under applicable Georgia Lottery Corporation rules, issue a replacement card. A replacement fee of $2.00 applies. Your remaining balance will be transferred to the new card. Before freezing an account or issuing a replacement card, we may require you to present government-issued photo identification and to complete such other verification as we reasonably require to confirm that you are the registered account holder.

You are responsible for all transactions made with your card and PIN prior to reporting it lost or stolen.

Unclaimed Property

Under the Georgia Unclaimed Property Act (O.C.G.A. § 44-12-205), gift card balances that remain inactive for five years are considered abandoned property. We are required by law to report and remit unclaimed balances to the Georgia Department of Revenue. Before remitting your balance, we will attempt to contact you using the information on file. Once remitted, you may claim your funds directly from the State of Georgia.

PIN Security

Your PIN is required for all transactions. You are responsible for keeping your PIN confidential. Do not share your PIN with anyone, including location attendants. WinStash, LLC will never ask for your PIN. If you believe your PIN has been compromised, ask an attendant at the location where your card was issued to reset it, or change it yourself in the WinStash app.

SMS Communications

By providing your phone number during WinStash gift card registration, you consent to receive transactional SMS messages. Message and data rates may apply. Reply STOP to opt out at any time.

Transactional messages may include load confirmations, purchase receipts, PIN verification codes, balance alerts, and dormancy notices. These messages are sent based on your account activity or as required by law. We do not send marketing or promotional SMS messages.

Message frequency varies based on your card activity. You may opt out at any time by replying STOP to any WinStash message. For help, reply HELP. Opting out may limit our ability to deliver transaction confirmations and legally required notices. Supported carriers are not liable for delayed or undelivered messages.

Limitation of Liability

WinStash, LLC is not responsible for unauthorized transactions made with your card and PIN if you have failed to keep your PIN secure. Our total liability for any claim arising from your use of the WinStash gift card is limited to the balance on your card at the time of the claim. We are not liable for any indirect, incidental, or consequential damages.

Changes to These Terms

We may modify these Terms & Conditions at any time. Updated terms will be posted at winstash.app/terms with a new version number and effective date. Continued use of your WinStash card after updated terms are posted constitutes acceptance of the revised terms. Any change that increases a fee or otherwise materially reduces the value of your card will not apply to funds already loaded onto your card before the effective date of that change.

Governing Law

These Terms & Conditions are governed by the laws of the State of Georgia. Any disputes arising from your use of the WinStash gift card shall be resolved in the courts of the State of Georgia.

Non-Reloadable Gift Card Terms & Conditions

These Terms & Conditions govern the WinStash non-reloadable gift card issued by WinStash, LLC ("Issuer," "we," "us," or "our"). By accepting a WinStash non-reloadable gift card, the holder agrees to these terms.

What This Card Is

The WinStash non-reloadable gift card is a closed-loop prepaid gift card used solely to redeem winnings from Class B coin-operated amusement machines ("COAM") in the State of Georgia. It is not a credit card, debit card, or general-purpose prepaid card, and it is not FDIC insured. The card is loaded once, at issuance, with redeemed COAM winnings only, and cannot be reloaded. Cash, checks, electronic transfers, and any funds other than redeemed COAM winnings cannot be loaded onto the card.

This card is issued without registration. No name, address, or identification details are recorded. Because the card is anonymous, it is a bearer instrument: the person in possession of the card (with its PIN) controls the balance. Treat this card like cash. If you choose optional text receipts, the only information recorded is the mobile phone number you provide, as described in the Optional Text Receipts section; providing a number is not registration and does not link the card to your identity.

Issuance and Loading

Non-reloadable cards are issued in person at participating locations to persons at least 18 years of age; the location will verify age at issuance, but no identity information is recorded. The card is loaded a single time, at issuance, with the holder's redeemed COAM winnings. The maximum value that may be loaded onto a non-reloadable card is $2,000. Winnings exceeding the card maximum may be redeemed onto an additional card or through another redemption method offered at the location.

Using Your Funds

Funds on the card may be used for in-store purchases at the location where the card was issued, and cannot be used at other retail locations, ATMs, or online merchants. A valid PIN is required for every transaction. Purchases of age-restricted goods remain subject to applicable law and to separate age verification by the location at the point of sale. The card and its balance are not redeemable for cash, change, or currency.

Fees

The following fees apply to the non-reloadable gift card. The dormancy fee amount is printed on the card itself.

Dormancy Fee

If the card has no purchase activity for 12 consecutive months, a dormancy fee of $10.00 per month will be charged to the card balance beginning in the 13th month of inactivity. No more than one dormancy fee is charged per month. Dormancy fees stop when the balance reaches $0.00 or when the card is used for a purchase; use of the card resets the 12-month inactivity clock. Because the card is anonymous, the fee disclosure printed on the card is the holder's notice. If a mobile number is on file for optional text receipts, we may also send a dormancy notice to that number, but the printed disclosure remains the operative notice.

Lost or Stolen Cards

A non-reloadable card cannot be replaced, and its balance cannot be recovered, transferred, frozen, or restored, if the card is lost, stolen, damaged, or destroyed. Because no identity information is recorded, we have no way to verify ownership of a card or its balance. Whoever possesses the card and its PIN can use the balance. If you want loss protection, ask about the WinStash registered gift card, which is identity-linked and replaceable.

PIN

A PIN is set by the holder when the card is issued and is required for all transactions. Keep the PIN confidential and do not write it on the card. The PIN cannot be recovered or reset. If the PIN is forgotten, the balance on the card cannot be accessed.

Card Reprovisioning

After the balance on a card has been fully spent and reached $0.00, the location may, at its option, reprovision the physical card for issuance to a new holder. A card with any remaining balance cannot be reprovisioned. Reprovisioning assigns a new card number, and the new holder sets a new PIN at issuance; a reprovisioned card has no connection to any prior balance, holder, or PIN. Reprovisioning is offered at the discretion of WinStash and the location: no card is guaranteed to be eligible for reprovisioning, a single card may be reprovisioned no more than the maximum number of times WinStash establishes for the card's batch, as published through the location Admin Site and at winstash.app/terms/nonreloadable, and WinStash may discontinue reprovisioning for any card batch, or entirely, at any time without notice.

Optional Text Receipts

At issuance, or at any load or purchase, you may choose to receive text message receipts by providing a mobile phone number. Providing a number is optional and is not registration: it does not create an account, does not link the card to your identity, and does not give any person the rights of a registered cardholder, including replacement or balance recovery. The card remains a bearer instrument, and whoever possesses the card and its PIN controls the balance regardless of who receives text receipts. By providing a number, you consent to receive automated transaction receipts and card notices for this card at that number. Message frequency varies with card activity, and message and data rates may apply. Reply STOP to cancel, or HELP for help; canceling may limit our ability to send card notices. The number is used only to deliver these messages, is never used for marketing, and is deleted when receipts are canceled or when the card is reprovisioned.

Card Expiration

The card is valid for 5 years from the date of the most recent transaction (the load at issuance or any subsequent purchase); each use of the card automatically extends the expiration date. The funds associated with the card do not expire as a result of card expiration, and no remaining balance is forfeited if a card lapses. Any remaining balance on an expired card will be handled in accordance with applicable unclaimed property law.

Unclaimed Property

Balances that remain inactive for the period specified by applicable unclaimed property law are presumed abandoned and will be reported and remitted to the appropriate state authority as required by law. Because anonymous cards carry no owner name or address, abandoned balances are reported in accordance with the priority rules governing unclaimed property, and holders may claim remitted funds from the receiving state as provided by that state's law.

Limitation of Liability

WinStash, LLC is not responsible for transactions made with the card and PIN by any person in possession of them, or for loss, theft, damage, or destruction of the card. Our total liability for any claim arising from the card is limited to the balance on the card at the time of the claim. We are not liable for any indirect, incidental, or consequential damages.

Changes to These Terms

We may modify these Terms & Conditions at any time. Updated terms will be posted at winstash.app/terms/nonreloadable with a new version number and effective date, and continued use of the card after posting constitutes acceptance. Any change that increases a fee or otherwise materially reduces the value of the card will not apply to funds loaded onto the card before the effective date of that change. Each card bears a batch number identifying the version of these Terms & Conditions that applies to that card; the terms for each batch are available at winstash.app/terms/nonreloadable.

Governing Law

These Terms & Conditions are governed by the laws of the State of Georgia. Any disputes arising from use of the card shall be resolved in the courts of the State of Georgia.
